The Cartel is a criminal (by demerit of not following the rules laid out for general citizens) organization that operates outside of Imperial law within The Endless City (both in the central city and the city limits). The principal activities of The Cartel include but are not limited to the smuggling of people/creatures, valuable and or magical artifacts, weird and illicit substances, assasinations, extortion, and arms trading (between factions, houses and revels, often acting as intermediaries).
