The Cartel
Introduction
The Cartel is a criminal (by demerit of not following the rules laid out for general citizens) organization that operates outside of Imperial law within The Endless City (both in the central city and the city limits). The principal activities of The Cartel include but are not limited to the smuggling of people/creatures, valuable and or magical artifacts, weird and illicit substances, assassinations, extortion, and arms trading (between factions, houses, and rebels, often acting as intermediaries). The Cartel is run by The Demon Prince and is rumored to extend influence into Earth Realm although to what extent and in what capacity is unknown (the main thought is that The Cartel smuggles artifacts from The Otherside to buyers on Earth Realm). The goal of The Cartel is unknown beyond its obvious intent to retain the Empire within an Empire it has forged for itself within The Endless City.
It is the official policy of The Fae Houses (and subsequently The Empire at large) that they have no interest in "regulating" The Cartel although their activities often place them at odds with lower-level authorities (such as The Endless City Bastard Squad. The Cartel is sometimes described as controlling The Highway but this is contested by the other authorities and other criminal organizations alike.
Description
The Cartel is a hierarchical organization with The Demon Prince at the apex and various Luitenants below who run various operations and business endeavors. The Cartel has links with some of the Fae Houses but it would be hard to nail down exactly what or who at any given point. Cartel members and operatives have no distinct look or feel to them, it is a very diverse organization comprising many species. The headquarters of the organization is most definitely The Admiral's Arms a building located right on Imperial Square in the center of The Endless City. The Admiral's Arms has been part of the city since its initial appearance and its location is one of the very few solid fixed points in an organic and reality-fluid setting.
